Lobbying: Nuts and Bolts for Nonprofits
A best practices workshop with attorneys Gretchen Elsner and Helga Schimkat

Tuesday, February 20, 2018 3:00 PM - 5:00 PM


Registration fees for these workshops are generously underwritten by
the W.K. Kellogg Foundation.

This workshop is designed for the nonprofit 501(c)(3) community and will cover the nuts and bolts of on-the-ground lobbying, including state lobbyist registration and reporting requirements; time and expense tracking; the steps involved in developing and passing a bill; and using the Legislature’s website, among others. Santa Fe attorneys Gretchen Elsner and Helga Schimkat will discuss these topics as well as give a brief introduction to state agency rulemaking.

Schedule permitting, New Mexico Secretary of State Maggie Toulouse Oliver will address the group and answer questions.

Gretchen ElsnerGretchen Elsner has over 13 years of legal experience in New Mexico.  She serves as legal counsel to mission driven entities, including tax exempt charitable organizations and political committees. Prior to starting her own practice in Santa Fe, Gretchen worked for nonprofit organizations, and state and federal government. Gretchen is a native of the Pacific Northwest and holds degrees from Vassar College and New York University School of Law.


HelgaSchimkatHelga Schimkat is a lawyer and writer with twenty-six years of experience in the public and private sectors. Her work has included lobbying at the New Mexico Legislature on behalf of nonprofit clients, serving as the House Majority Office Chief of Staff, and representing nonprofit clients as well as individuals. Helga has lived in Santa Fe for twenty-four years and was born and raised in New York. She has a B.A. from Yale and a J.D. from Columbia.
